What is Visual Examination Requirement in Third Party Inspection?

This article defines staff qualification, equipment, procedures and certification for visual examination in third party inspection (TPI Inspection) services according to job specifications and customer requirement for general use. The personnel in charge of visual and dimensional controls must have a good knowledge and experience in fabrication and manufacturing processes and are subject to periodical sight testing.
Surfaces are two types: the first one is a smooth surface. This includes flanges and pipes. The other is called a rough surface. These include welds, rough coatings and rough forged parts. These may be available in brushed, grounded, raw, sand-blasted or machined conditions. The visual examination is performed suitably with the use of correct devices and by means of controlled observation.
The area under inspection must have at least 600 mm distance from inspector eyes. The angle is necessary to be 30 degree. The inspection surface must have a condition that allow easy inspection and possible to detect visible defects like corrosion, cracks and scratches.
When the area to be examined is a weld, a more stringent visual inspection is carried out in order to detect possible craters, undercuttings, slag inclusions etc.
The actual examination that is based on national and international standards for the weld and surface examination processes are classified as below:
Indications which are critical: These indications that are found by the TPI inspector and vendor Inspector and justified as high risk in operation of the equipment for catastrophic incident.
Indications which are major: these indications which are also detected by the vendor or the TPI inspector are of that kind which might hamper the operation of the system, individual part or the whole system
Minor indications: Those indications that, according to the third party inspector/vendor inspector evaluation, do not affect the correct use/destination of the examined system, piece of equipment and/or individual component.
The lighting for the examination can be either natural or artificial, it does not really matter. The only condition here is that the lighting should illuminate the surface to be examined in a uniform and a controlled manner. To achieve this, the minimum lighting that is required is 600 LUX. There is proper contrast if there is a black line that can be drawn on a grey background that is no more than 0.8 mm thick and when placed on the surface to be examined, is seen clearly.
The acceptable limits for defects are depending on the specifications laid down by the customer. The inspector carries out all the controls for dimension and this is conducted during the fabrication/manufacturing process. The receiving material inspection must be done based approved quality control plan.
Materials, pieces of equipment or components that are subjected to dimensional control shall be in such a position that they allow the best conditions for control as possible. Dimensional controls are done specifically by equipment, instruments and means that have been calibrated, inspected and approved by the quality control department of the manufacturer concerned.
All measurements inspected during the dimensional control are marked with red pencil on the drawing copy in the hands of inspector. All measurements checked shall comply with the specified tolerances. Sampling schedule for lot dimensional controls is based on international standards (if applicable).
Upon completion of the visual examination by the TPI inspector, then issues a visual and/or dimensional check certificate. This certificate gives out the date of examination, the examination technique (which can be direct or indirect) applied in addition to all identification references for the area concerned, the component or the equipment piece that is a subject to be examined and signed for performance.
All observed defects, irrespective of whether they're acceptable or unacceptable, are clearly reported on the certificate and treated in according of quality plan.
